Some of my favorites are a lot of things of the Shenmue Soundtrack (extremely relaxing), a lot of classic rock (Pink Floyd, Yes, The Doors), and independant hip-hop (Blackalicious, Dilated Peoples).

Some good song ideas:

Ween is excellent to listen to while on any drug. Their use of distortions and fucked up lyrics adds to the experience.
Phish is also a pretty cool band to listen to while stoned. Their music is relaxing and entertaining.

Don't forget Bob Marley.
And if you like hip-hop then I'd also recommend Tribe Called Quest. Especially "Electric Relaxation". And perhaps some Roots. Their music is also pretty mellow.

Anything that creates atmosphere.

In addition to some of the bands already listed (Pink Floyd), I also enjoying listening to some ambient. Especially good when you close your eyes and focus all your attention on it. Creates some really cool images in your head.

The soundtrack to "Lost Highway" is terrific, too.

Electronic music of any kind is good while stoned, actually.

Oh yeah, I discovered the other night that the "Sandinista!" album by The Clash is piles of fun to listen to drunk (haven't listened to it stoned that I can recall). Which is odd, because music generally doesn't register while drunk - but I really had a kick listening to it the other night.
